Methodology

How the estimates were built: data sources, modelling approach and validation steps.

Research approach

A market size is a claim about the world, and a claim is only as good as the route to it. Every study is built upward from units and prices — what is actually produced, sold or performed, at what it actually changes hands for — rather than from a headline figure divided downwards. Disclosed company revenue is then used to check that build, not to produce it.

Market size estimation, this report

The estimate is built upward from unit shipment volumes for fully rugged, semi rugged, and ultra-rugged tablets, multiplied by average selling price bands that vary by ruggedization tier, operating system, and end-user channel. Government and defense procurement award values, where published, anchor the volume assumptions for those channels; industrial and commercial volumes are built from channel shipment data and device replacement cycle length. The resulting build is checked against disclosed segment revenue for public suppliers, including Panasonic's mobile solutions segment, HP's and Dell's commercial device disclosures, and Getac's and Twinhead's public filings. Where the two diverge, the correction is made to the underlying unit or price assumption in the bottom-up build, not to the disclosed revenue figures themselves.

The four stages

The same sequence runs behind every published study, whatever the industry. The order matters as much as the steps: the segment axes are fixed before any number is collected, so the model is never reshaped to fit whatever data happens to turn up.

What the build rests on, and what checks it

The two are not interchangeable. The left column produces the number; the right column tests it. When the check disagrees with the build, the answer is to find which bottom-up assumption is wrong — a unit count, a price, a take-up rate — not to split the difference between them.

The bottom-up build rests on
  • Volume actually transacted — units produced, installed, dispensed or procedures performed, counted at the level each is genuinely recorded
  • Realised pricing by tier and channel, rather than one blended average applied across the whole market
  • Take-up and frequency: how much of the addressable base buys, and how often it repeats
The build is checked against
  • Disclosed revenue of the companies serving the market, where filings separate it far enough to be usable
  • Buyer-side spending totals — capital budgets, procurement lines, or the output of the end market the product is bought against
  • Trade and customs flows, where the product crosses borders in a separately recorded form

Data sources

Published data establishes what happened. Only the people transacting in a market can say why, and what is about to change — so the two are collected separately and weighted differently.

Primary — who is interviewed
  • Commercial and product leadership at the companies that supply the market
  • Procurement and specification leads at the organisations that buy it
  • Distributors, integrators and channel partners, where the market is served indirectly
  • Regulatory and standards specialists, where approval governs what can be sold at all
Secondary — what is read
  • Company filings, annual reports and investor disclosure
  • Government statistics, customs records and regulatory registers
  • Trade association output and standards-body publications
  • Technical and peer-reviewed literature, where the market rests on a clinical or engineering claim
Primary research design, this report

Interviews target procurement officers and IT hardware managers inside government and defense agencies, field operations and logistics managers at industrial and commercial fleets, and channel and distribution partners who sell into these accounts. Regulatory contacts covering device certification and public-sector procurement rules are included where ruggedization standards or contract vehicles shape purchase timing. Sampling weights North America and Europe, where defense and public-sector procurement is best documented, with additional emphasis on Asia Pacific to capture the manufacturing base for rugged device components and the region's growing industrial and logistics demand. Coverage extends to hardware resellers and system integrators who assemble rugged tablets into larger fleet or fixed-asset deployments for their end customers.

Secondary sources, this report

Desk research draws on government procurement award databases and defense contract registers in the United States, United Kingdom, and European Union, customs trade codes covering rugged and semi-rugged computing hardware shipments, and MIL-STD-810 and IP-rating certification listings maintained by testing laboratories. Public company filings from Panasonic, HP, Dell, and Getac provide segment-level revenue disclosures used in the bottom-up check. Industry association shipment benchmarks from device and IT hardware trade bodies supplement the customs data where product-level detail is not separately coded. Telecom operator device-certification lists are referenced for the connectivity segmentation, since carrier approval is a precondition for cellular-enabled rugged tablet sales in several markets.

Desk research runs across proprietary research databases including Factiva, OneSource and Hoovers alongside the public sources above. Modelling and statistical validation are run in SAS and SPSS.

Forecasting

The forecast is not a growth rate applied to a base year. It is built from the drivers that are expected to change, each one stated so a reader can disagree with it.

Forecast approach, this report

The forecast is built from expected device replacement cycles inside government, defense, and industrial fleets, the pace at which commercial and logistics operators adopt cellular-enabled devices for field workforce connectivity, and pricing behavior as component costs and screen technology continue to shift downward on a per-unit basis. The model normalizes for the elevated defense modernization spending recorded in the early historical years, treating it as a step change in fleet size rather than a rate that repeats every year. For the forecast to hold, government procurement budgets need to sustain the current fleet-refresh cadence, and Android and Windows device management ecosystems need to continue supporting rugged hardware at current investment levels.

Triangulation and validation

No figure enters a report on the strength of one source. Where the two sizing routes disagree the difference is not averaged away — the assumption causing it is isolated, tested against a third independent measure, and either corrected or carried forward as a stated limitation. Historical years are back-tested against the growth actually recorded before any forecast is allowed to run forward from them.

Validation, this report

Historical shipment and revenue growth for the segment were back-tested against the compound growth implied by the 2020 through 2024 figures used in this estimate, checking that the bottom-up build did not imply a discontinuity inconsistent with recorded device shipment trends. Segment share shifts, including the move toward semi rugged and cellular-enabled devices, were reviewed against procurement specification trends observed in recent public tenders. Sensitivities were tested on the pace of defense procurement spending, the rate at which commercial fleets shift from Wi-Fi-only to cellular-enabled devices, and average selling price erosion across ruggedization tiers, to confirm the forecast range stays defensible under slower or faster adoption than the base case assumes.

Confidence and limitations

Where an estimate is firm and where it is not is stated rather than left to be inferred from the precision of the number.

Confidence framing, this report

Confidence is strongest in the type and connectivity segmentation, where device specification data from public tenders and carrier certification lists gives a direct read on demand mix. Confidence is lower in the end-user split for commercial and industrial channels, where device purchases often route through generalist IT resellers that do not separately report end-use, and in Middle East and Africa revenue, where public procurement disclosure is thinner than in other regions. A structural risk to the estimate is a slower-than-assumed pace of legacy Windows fleet replacement, which would compress near-term volume more than the current forecast allows for.
