Market Analysis & Outlook
Recycled polyethylene terephthalate is PET resin recovered from post-consumer and post-industrial waste streams and reprocessed into flake or pellet form for reuse in place of virgin PET resin. It is sold as an intermediate feedstock rather than a finished product, to converters that mold or extrude it into new bottles, food and non-food containers, textile fiber, sheet, film and strapping. Buyers include beverage and food packaging manufacturers, polyester fiber and textile producers, and industrial packaging converters seeking to meet recycled-content requirements or reduce reliance on virgin resin.
USD 19.38 billion of revenue was recorded in the global recycled polyethylene terephthalate market in 2025. By 2034 the figure reaches USD 38.8 billion, a compound annual growth rate of 8.04% through the forecast period, along a series that runs USD 13.5 billion in 2020, USD 18.2 billion in 2024, USD 20.9 billion in 2026 and USD 28.4 billion in 2030.
The product mix shifts over the period. Clear is the largest line in 2025 at USD 11.82 billion, a 61% share, moving to USD 25.22 billion and 65% by 2034. Clear grows fastest at 8.81%, taking its share from 61% to 65%, while Colored grows slowest at 6.74%. The lines gaining share are Clear. Colored lose share without losing revenue.
The end-use split puts Food & Beverage Containers and Bottles first, at USD 6.59 billion and 34% of revenue in 2025, rising to USD 14.36 billion and 37% in 2034. It is also the fastest-growing line on this axis at 9.19%, so the split concentrates over the period instead of balancing. It cuts the same total as the product axis from a different commercial angle, so revenue does not add across the two.
USD 7.36 billion of 2025 revenue is generated in Asia Pacific, 37.98% of the global total and the largest regional share; it reaches USD 15.91 billion by 2034. Europe is next at 29.98% and USD 5.81 billion, and Middle East and Africa last at 5.01%. Asia Pacific, Latin America and Middle East and Africa gain share across the period, so growth is not distributed evenly between regions.
Coverage extends to five regions, two product lines and five segmentation axes over the full fifteen years. The 2025 total itself is triangulated from published sources and category proxies, with no independently sourced count behind it, and the splits below are estimated on that same basis, a bound on their precision worth carrying into any use of them.

Market Trends
Revenue Share, By by product
Base year 2025Clear leads with 61.0% of by product segment revenue.
Share of by product segment revenue, most recent base year.
Read across the forecast period, the global recycled polyethylene terephthalate market shows movement in three places: product composition, regional weight, and the 8.04% rate applied to the whole.
All three are changes in mix, not in direction: nothing contracts, and the movement is in which lines and regions absorb the new revenue.
Clear outpaces Colored. Clear grows at 8.81% across 2026-2034 against 6.74% for Colored, the widest spread on the product axis. By 2034 the two sit at 65% and 35% of revenue, against 61% and 39% in 2025. Neither contracts: USD 11.82 billion becomes USD 25.22 billion, USD 7.56 billion becomes USD 13.58 billion. What the spread decides is which of them a supplier's revenue is exposed to.
Growth concentrates in Asia Pacific, Latin America and Middle East and Africa. Asia Pacific moves from 37.98% of revenue in 2025 to 41.01% in 2034, worth USD 7.36 billion rising to USD 15.91 billion; Latin America moves from 7.02% of revenue in 2025 to 7.99% in 2034, worth USD 1.36 billion rising to USD 3.1 billion; Middle East and Africa moves from 5.01% of revenue in 2025 to 6.01% in 2034, worth USD 0.97 billion rising to USD 2.33 billion. The offsetting side is Europe at 29.98% moving to 27.01%, North America at 20.02% moving to 17.99%, none of which contracts. Growth is therefore not something a participant inherits from the market; it depends on which regions its revenue is weighted toward.
Fifteen years without a discontinuity. The market moves through USD 13.5 billion in 2020, USD 18.2 billion in 2024, USD 19.38 billion in 2025, USD 20.9 billion in 2026, USD 28.4 billion in 2030 and USD 38.8 billion in 2034. There is no discontinuity to time, and 8.04% forecast growth against 7.51% historical means the trend continues and does not turn. The risk in the number sits in the mix assumptions, not in whether the market grows at all, which is where the product and regional sections come in.
Market Growth Factors
The fastest line decides the blended rate
Market Drivers
3- 01The fastest line decides the blended rate
Clear compounds at 8.81% against 8.04% for the market, rising from USD 11.82 billion in 2025 to USD 25.22 billion in 2034 and from 61% of revenue to 65%. Set against 6.74% at the other end of the axis, this is the line that decides whether the market's 8.04% holds. That makes position on the product axis a growth decision, not a product one.
- 02Growth lands where the revenue already is
The largest regional base is Asia Pacific: USD 7.36 billion in 2025 at 37.98% of the global total, USD 15.91 billion by 2034 and 41.01%. Europe adds a further 29.98% at USD 5.81 billion, reaching USD 10.48 billion. Most of the base and most of the growth sit in those two, and a plan spread evenly across regions therefore over-invests outside them.
- 03Fifteen years of unbroken growth underpin the forecast
Revenue rose through USD 13.5 billion in 2020, USD 18.2 billion in 2024 and USD 19.38 billion in 2025, a compound 7.51% across the historical period. From there the forecast carries 8.04% through to USD 38.8 billion in 2034. With the trajectory already demonstrated over fifteen years, what remains uncertain is the mix, not the direction, which is where the segment and regional sections do the work.
Growth drivers

Restraints
| # | Restraint | Impact | Estimated reduction (Billion) | 2026-28 | 2029-31 | 2032-34 |
|---|---|---|---|---|---|---|
| 1 | Contamination and feedstock quality inconsistency | Medium | −1.5 | High | Medium | Low |
| 2 | Higher processing cost of chemical recycling versus mechanical | Medium | −1.1 | Medium | Medium | Medium |
| 3 | Periods of virgin PET price competition | Low | −0.8 | Medium | Low | Low |
| Total | −3.4 | |||||
Drivers contribute 22.82 Billion and restraints remove 3.4 Billion, a net 19.42 Billion, which is the revenue the market adds between the base year and 2034. Contributions are CDI estimates, apportioned so that they reconcile with the forecast rather than being read from it.
Three sources account for the growth to 2034: 8.04% compounding across the base, share moving toward the faster product lines, and above-market expansion in the leading regions.
Restraining Factors
Downside case: USD 34.6 billion by 2034, against USD 38.8 billion in the base case
Market Restraints
2- 01Downside case: USD 34.6 billion by 2034, against USD 38.8 billion in the base case
The study's downside path assumes recycled-content mandate implementation slips in one or more major jurisdictions, and virgin PET pricing stays persistently below recycled material, weakening the cost incentive to switch, and ends 2034 at USD 34.6 billion against the USD 38.8 billion base case, the same USD 19.38 billion base year, a slower forecast period.
- 02The largest line is not the fastest
Colored carries 39% of 2025 revenue at USD 7.56 billion but compounds at 6.74% against 8.04% for the market, taking its share to 35% by 2034 even as revenue rises to USD 13.58 billion. Because it carries that much of the base, its pace holds the blended rate down more than any faster line lifts it.
Market Opportunities
Where the forecast could be beaten
Market Opportunities
2- 01Where the forecast could be beaten
The upside path assumes recycled-content mandates are enforced on schedule across the EU and additional US states, and brand-owner offtake commitments convert into signed multi-year contracts faster than currently scheduled. It ends 2034 at USD 43.5 billion against a USD 38.8 billion base case, off the same USD 19.38 billion base year.
- 02The opening is on the product axis, not the regional one
Clear grows at 8.81% against 8.04% for the market, adding revenue from USD 11.82 billion in 2025 to USD 25.22 billion in 2034 and taking its share from 61% to 65%. It is the place on this axis where share changes hands at scale, so it is where an entrant can take position without displacing the incumbent in Clear.
Market Challenges
Revenue is concentrated in Clear
Market Challenges
2- 01Revenue is concentrated in Clear
One line dominates: Clear, at 61% of revenue in 2025 and 65% in 2034, worth USD 11.82 billion and USD 25.22 billion. No other single change on the product axis moves the total as much as a change in demand for that one line.
- 02China is 47.96% of Asia Pacific
China generates USD 3.53 billion of Asia Pacific's USD 7.36 billion in 2025, 47.96% of the region, reaching USD 7.64 billion by 2034. The consequence is that regional risk here is really country risk wearing a larger label.
Segmentation Analysis
5 axesSegmentation runs along five axes: product, end-use, source, processing technology and form. They are alternative readings of one revenue pool, not parts that sum to it.
There are two lines on the product axis, and all of them grow in revenue between 2025 and 2034. What separates them is share: one gains it, the other gives it up.

| Colored | $7.56B | 39% | $13.58B | 35%-4 | 6.7% |
Clear PET leads because food and beverage converters pay a premium for optically pure, contamination-free material, and closed-loop bottle programs specify clear input almost exclusively. Colored PET serves opaque and non-food uses where clarity does not matter, but those end markets expand more slowly. Clear is also the fastest-growing line because recycled-content mandates aimed at food-contact packaging are pulling collection and sorting investment specifically toward the clear stream. The order does not change: Clear is still largest in 2034, and what moves is how much it holds. Every year of the series is priced on this axis, making it the reference cut for the rest of the report.

| Others | $1.16B | 6% | $2.33B | 6% | 8.1% |
Food and beverage containers and bottles lead because beverage brand owners face the most direct regulatory pressure to include recycled content in food-contact packaging, giving that outlet the steadiest and largest offtake. It is also the fastest-growing line because recycled-content thresholds step up through the forecast period, directing collection and reprocessing investment toward bottle-grade output ahead of fiber, film, strapping and other uses. By 2034 Food & Beverage Containers and Bottles is still ahead, making this a shift in weight, not a change of leader.

| Post-Industrial PET | $6.20B | 32% | $10.09B | 26%-6 | 5.3% |
Post-consumer PET leads because municipal collection and deposit-return systems now deliver larger, steadier volumes than industrial scrap, which is capped by upstream converter output. Post-consumer is also the fastest-growing source because expanding collection infrastructure and extended producer responsibility schemes are unlocking material that previously went to landfill, a pool that post-industrial scrap cannot expand to match. The order does not change: Post-Consumer PET is still largest in 2034, and what moves is how much it holds.

| Chemical Recycling | $2.33B | 12% | $8.54B | 22%+10 | 16.6% |
Mechanical recycling leads because it remains the lower-cost, higher-throughput route and most installed reprocessing capacity uses it today. Chemical recycling is growing fastest because it can restore food-contact purity from mixed or degraded input that mechanical processing cannot fully decontaminate, so brand owners chasing higher recycled-content targets are directing new investment toward it even from a small installed base. By 2034 Mechanical Recycling is still ahead, making this a shift in weight, not a change of leader.

| Flakes | $8.53B | 44% | $15.91B | 41%-3 | 7.1% |
Pellets lead because most downstream converters run extrusion and injection equipment configured for pellet feed, making pellets the lower-friction choice for a buyer to adopt directly. Pellets are also the fastest-growing form because the same food-grade, specification-driven demand pulling volume toward upgraded material favors ready-to-use pellets over unprocessed flake. By 2034 Pellets is still ahead, making this a shift in weight, not a change of leader.

Recycled PET intended for packaging or fibre use in China falls under the oversight of the Ministry of Ecology and Environment and the State Administration for Market Regulation, which together govern the import, sorting, and reprocessing of plastic scrap and the quality of the pellet or flake output. A reprocessor must operate under the solid waste and recycled-material management rules that classify permissible feedstock grades and restrict contamination levels before material can re-enter the supply chain. Where recycled PET is destined for food-contact packaging, conformity with national food-contact material standards administered through the market regulation system is required, covering migration limits and processing controls. Labelling of recycled content and resin identification follows national standardization body guidance, and exporters selling into other jurisdictions must additionally meet the destination market's own conformity requirements rather than relying on domestic clearance alone.

The full report reports Germany by product separately.
In Germany, recycled PET is regulated primarily through the packaging law that implements German and European producer-responsibility obligations, administered by the central packaging register alongside the Federal Environment Agency. A supplier placing recycled PET packaging on the market must register with the packaging register, participate in a dual system for take-back and recycling, and demonstrate the recycled content and recyclability claims it makes are substantiated. Where the material is used in food-contact applications, conformity with the EU framework on food-contact materials and the EU regulation governing recycled plastics intended for such contact applies, requiring an authorised decontamination process and traceability of feedstock. Labelling must accurately state resin identity and recycled origin, and standards conformity is typically verified against harmonised European testing methods rather than a purely national scheme.

Recycled PET used in food-contact packaging in the United States is regulated by the Food and Drug Administration, which evaluates the recycling process itself through a letter of no objection confirming the decontamination technology reliably removes contaminants to a level suitable for food contact. A supplier must be able to trace feedstock sourcing and demonstrate the qualified process was followed consistently, since approval attaches to the specific recycling method rather than to the resin generically. Outside food contact, the Environmental Protection Agency and state-level programs govern collection and processing standards, and a growing number of states impose their own minimum recycled-content mandates and reporting obligations for packaging producers. Labelling claims about recycled content must be substantiated in line with Federal Trade Commission guidance on environmental marketing, and unsupported claims can draw enforcement action.
The suppliers tracked in this study (PLACON, Clear Path Recycling LLC, Verdeco Recycling, Inc., Indorama Ventures Public Ltd., Zhejiang Anshun Pettechs Fibre Co., Ltd., PolyQuest, Evergreen Plastics, Inc., Phoenix Technologies, Libolon and Biffa) compete in the United States across the product lines above. One line leads on both counts here: Clear holds 61% of 2025 revenue and compounds fastest at 8.81%. A supplier weighted toward North America is competing over a base of USD 3.88 billion in 2025 reaching USD 6.98 billion by 2034, 20.02% of global revenue at the start of that period.

Latin America Market Analysis
The 4th-largest region covered — it picks up 1 point of share by 2034, while revenue still grows 2.3×.
- Rank 4 of 5
- 2025 share 7%
- By 2034 8%
- Revenue $1.36B → $3.10B
In Latin America, 7.02% of global revenue puts 2025 at USD 1.36 billion and reaches USD 3.1 billion by 2034. That makes it the fourth-largest region covered, in 2025 and again in 2034.
7.99% of global revenue sits here by 2034, up from the 2025 level, so the region grows faster than the market's 8.04% and takes a larger part of the revenue added by 2034 than its 2025 weight implies.
Clear leads here as it does globally, at 61% of 2025 revenue, and Clear again grows fastest at 8.81%. Per-axis and per-country detail for Latin America sits in the full report.
Brazil
The largest market in Latin America, growing 2.3×.
- In region 1 of 2
- Of region 55.1%
- Of global 3.9%
- Revenue $0.75B → $1.71B
Brazil is the largest market within Latin America, generating USD 0.75 billion in 2025 and projected to reach USD 1.71 billion by 2034. Its 55.15% of base-year regional revenue leads the region, though enough sits elsewhere that Latin America is not a proxy for it. Against regional totals of USD 1.36 billion in 2025 and USD 3.1 billion in 2034, it is the country the full report breaks out in detail.
Demand in Brazil follows the product mix reported at global level: Clear is the largest line at 61% of 2025 revenue, moving to 65% by 2034, while Clear grows fastest at 8.81% and takes its share from 61% to 65%. Because the country carries 55.15% of Latin America, a movement in its own mix shows up in the regional totals instead of being averaged away by neighbouring markets. Per-product revenue for Brazil appears on its own in the full report.
Brazil regulates recycled PET chiefly through the national solid waste policy, which assigns reverse-logistics and extended producer-responsibility obligations to packaging brands and recyclers, overseen by the environment ministry together with state environmental agencies that issue operating licences to reprocessing facilities. Where recycled PET is intended for food-contact packaging, conformity with health surveillance agency ANVISA's technical regulations on plastic food-contact materials is required, covering permitted recycling processes and migration limits appropriate to the intended use. A supplier must document feedstock origin and the decontamination method used, and any recycled-content or environmental claim on packaging must align with the national standards body's labelling guidance to avoid being treated as misleading. Import of recycled resin also requires compliance with customs and environmental licensing controls specific to waste-derived materials.
The suppliers tracked in this study (PLACON, Clear Path Recycling LLC, Verdeco Recycling, Inc., Indorama Ventures Public Ltd., Zhejiang Anshun Pettechs Fibre Co., Ltd., PolyQuest, Evergreen Plastics, Inc., Phoenix Technologies, Libolon and Biffa) compete in Brazil across the product lines above. Volume and growth sit in the same line, Clear, at 61% of 2025 revenue and 8.81% growth. The commercial size of that position is USD 1.36 billion in 2025 and USD 3.1 billion by 2034, 7.02% of the global total in the base year.

Argentina is sized at USD 0.27 billion in 2025, rising to USD 0.62 billion by 2034; 1.39% of global revenue and 19.85% of Latin America. It is reported separately from Brazil across every segmentation axis in the full report.
Middle East and Africa Market Analysis
The 5th-largest region covered — it picks up 1 point of share by 2034, while revenue still grows 2.4×.
- Rank 5 of 5
- 2025 share 5%
- By 2034 6%
- Revenue $0.97B → $2.33B
USD 0.97 billion of 2025 revenue is generated in Middle East and Africa, 5.01% of the global recycled polyethylene terephthalate market and reaches USD 2.33 billion by 2034. It is a marginal region on this axis, fifth by revenue throughout the period.
Share climbs to 6.01% by 2034, because it outgrows the market's 8.04%; the revenue added here is disproportionate to where the region started.
Within the region the product split tracks the global one; 61% of 2025 revenue in Clear, fastest growth of 8.81% in Clear. Per-axis and per-country detail for Middle East and Africa sits in the full report.
Saudi Arabia
The largest market in Middle East and Africa, growing 2.4×.
- In region 1 of 2
- Of region 35%
- Of global 1.8%
- Revenue $0.34B → $0.82B
Saudi Arabia is the largest market within Middle East and Africa, generating USD 0.34 billion in 2025 and projected to reach USD 0.82 billion by 2034. At 35.05% of the region in 2025 it leads, but a majority of Middle East and Africa's revenue is generated in other markets. The region itself runs USD 0.97 billion to USD 2.33 billion over the same period, and this is the market carrying the country-level detail in the full report.
Composition here matches the global split: the largest line is Clear at 61% of 2025 revenue, easing to 65% by 2034, and the fastest is Clear at 8.81%, from 61% to 65%. Its 35.05% weight in Middle East and Africa means those movements carry straight into the regional totals. Saudi Arabia carries its own product breakdown in the full report.
In Saudi Arabia, recycled PET is regulated under the Saudi Standards, Metrology and Quality Organization, which sets the technical regulations and conformity assessment requirements a plastics supplier must meet before goods can be registered and cleared through the Saber conformity platform. Material destined for food-contact applications additionally falls under Saudi Food and Drug Authority requirements governing permissible resins, processing routes, and migration limits for packaging in contact with food. A supplier must demonstrate that the recycling and decontamination process used meets the applicable technical standard, maintain documentation of feedstock and process control, and ensure labelling accurately reflects resin type and any recycled-content claim. Waste import and processing activity is separately subject to environmental permitting administered through the national environmental authority.
Competition in Saudi Arabia runs between the suppliers this study tracks: PLACON, Clear Path Recycling LLC, Verdeco Recycling, Inc., Indorama Ventures Public Ltd., Zhejiang Anshun Pettechs Fibre Co., Ltd., PolyQuest, Evergreen Plastics, Inc., Phoenix Technologies, Libolon and Biffa. Clear is where the volume is, at 61% of 2025 revenue, and it is growing fastest as well at 8.81%. The commercial size of that position is USD 0.97 billion in 2025 and USD 2.33 billion by 2034, 5.01% of the global total in the base year.
South Africa
2nd-largest in Middle East and Africa, growing 2.4×.
- In region 2 of 2

It covers the drivers, trends, opportunities, restraints and challenges shaping growth, the competitive landscape and the companies profiled, and the research methodology behind every estimate. Segmentation is reported by product, end-use, source, processing technology, form, and regional analysis covers Asia Pacific, Europe, North America, Latin America, Middle East and Africa, each broken out by country.
Competitive Landscape
Scale in Clear and Growth in Clear Set the Terms of Competition
The study covers ten suppliers: PLACON, Clear Path Recycling LLC, Verdeco Recycling, Inc., Indorama Ventures Public Ltd., Zhejiang Anshun Pettechs Fibre Co., Ltd., PolyQuest, Evergreen Plastics, Inc., Phoenix Technologies, Libolon and Biffa.
The product axis, not the regional one, is where competition happens. The largest block of revenue is Clear: USD 11.82 billion in 2025 at 61% of the total, 65% in 2034. Incumbency there is expensive to challenge. Movement is concentrated in Clear; 8.81% growth, against 6.74% at the other end of the axis in Colored. A supplier positioned in one is not automatically positioned in the other, so a field of this size stays viable in a market of USD 19.38 billion.
Suppliers in this market compete primarily on feedstock security and decontamination capability rather than on price alone. The largest processors hold advantages in collection-network reach, multi-year offtake agreements with municipalities and waste haulers, and certified food-contact reprocessing lines that qualify their output for bottle-to-bottle use. Regional and smaller processors compete on flexibility: shorter lead times, localized collection relationships, and a willingness to run smaller or specification-driven batches that larger integrated players find less efficient to service. Chemical-recycling capability is emerging as a separate axis of differentiation, since it can qualify contaminated or mixed input for food-grade use that mechanical processing alone cannot reach.
The regional picture sets the entry cost: 37.98% of revenue is in Asia Pacific and 29.98% in Europe, so a credible global position requires both, while Middle East and Africa at 5.01% can be served opportunistically.

Research approach
A market size is a claim about the world, and a claim is only as good as the route to it. Every study is built upward from units and prices — what is actually produced, sold or performed, at what it actually changes hands for — rather than from a headline figure divided downwards. Disclosed company revenue is then used to check that build, not to produce it.
The estimate was built upward from PET waste collection and reprocessing plant throughput volumes across clear and colored streams, with realized flake and pellet prices applied by end-use channel to convert volume into revenue. That bottom-up build was then checked against disclosed capacity and revenue figures from the named recycled-resin producers, including Indorama's reported PET recycling capacity. Where a producer's disclosed output implied a different regional split than the volume-based build indicated, the underlying collection-rate or yield assumption for that region was corrected rather than averaging the two figures together.
The four stages
The same sequence runs behind every published study, whatever the industry. The order matters as much as the steps: the segment axes are fixed before any number is collected, so the model is never reshaped to fit whatever data happens to turn up.
What the build rests on, and what checks it
The two are not interchangeable. The left column produces the number; the right column tests it. When the check disagrees with the build, the answer is to find which bottom-up assumption is wrong — a unit count, a price, a take-up rate — not to split the difference between them.
- Volume actually transacted — units produced, installed, dispensed or procedures performed, counted at the level each is genuinely recorded
- Realised pricing by tier and channel, rather than one blended average applied across the whole market
- Take-up and frequency: how much of the addressable base buys, and how often it repeats
- Disclosed revenue of the companies serving the market, where filings separate it far enough to be usable
- Buyer-side spending totals — capital budgets, procurement lines, or the output of the end market the product is bought against
- Trade and customs flows, where the product crosses borders in a separately recorded form
Data sources
Published data establishes what happened. Only the people transacting in a market can say why, and what is about to change — so the two are collected separately and weighted differently.
- Commercial and product leadership at the companies that supply the market
- Procurement and specification leads at the organisations that buy it
- Distributors, integrators and channel partners, where the market is served indirectly
- Regulatory and standards specialists, where approval governs what can be sold at all
- Company filings, annual reports and investor disclosure
- Government statistics, customs records and regulatory registers
- Trade association output and standards-body publications
- Technical and peer-reviewed literature, where the market rests on a clinical or engineering claim
Interview targets included procurement and sourcing managers at packaging and fiber converters who set recycled-content specifications, plant operations managers at reprocessing facilities who confirmed throughput and yield assumptions, sustainability and compliance leads at brand owners tracking recycled-content targets, and administrators of municipal and deposit-return collection programs. Sampling weighted toward North America, Europe and East Asia, where recycled-content regulation and reprocessing capacity are most concentrated and where the bottom-up assumptions carry the most direct evidence.
Desk research drew on the EU Single-Use Plastics Directive recycled-content registers, US EPA and state-level extended producer responsibility and deposit program data, PET waste and scrap trade flows recorded under HS code 3915.10, and food-contact recycling process approval listings, including FDA letters of no objection and EFSA recycling process authorizations, which indicate where mechanically or chemically recycled PET has been cleared for food-contact use.
Desk research runs across proprietary research databases including Factiva, OneSource and Hoovers alongside the public sources above. Modelling and statistical validation are run in SAS and SPSS.
Forecasting
The forecast is not a growth rate applied to a base year. It is built from the drivers that are expected to change, each one stated so a reader can disagree with it.
The forecast is built from the step-up schedules already enacted or announced for recycled-content mandates, the public timelines brand owners have set for recycled-content targets, and collection-rate improvement curves tied to deposit-return-system rollouts. It normalizes for the unusually elevated feedstock cost volatility of 2022 to 2023, which is not treated as the ongoing baseline. The forecast holds if recycled-content thresholds are not materially delayed and virgin PET pricing does not sustain a deep, multi-year discount to recycled material.
Triangulation and validation
No figure enters a report on the strength of one source. Where the two sizing routes disagree the difference is not averaged away — the assumption causing it is isolated, tested against a third independent measure, and either corrected or carried forward as a stated limitation. Historical years are back-tested against the growth actually recorded before any forecast is allowed to run forward from them.
Outputs were back-tested against recorded 2020 to 2024 collection-volume and reprocessing-capacity growth to confirm the historical build reproduces known trends. Segment-level share shifts across grade, source and processing technology were reviewed against known plant capacity announcements and their commissioning schedules. The forecast was then sensitivity-tested against a scenario of delayed regulatory implementation and a separate scenario of a sustained virgin-PET price recovery.
Confidence and limitations
Where an estimate is firm and where it is not is stated rather than left to be inferred from the precision of the number.
Confidence is firmest for the food and beverage bottle-grade and mechanical-recycling lines, where collection volumes and installed reprocessing capacity are the most consistently and publicly reported. It is softer for chemical-recycling output and for post-industrial-source volumes, where public disclosure is thinner and commercialization timing for newer capacity is less certain. A materially delayed rollout of recycled-content mandates, or a sustained gap between virgin and recycled resin pricing, would be the primary basis for revising this estimate.
