Market Analysis & Outlook
Industrial control system (ICS) security covers the hardware, software and managed services that protect the SCADA systems, distributed control systems (DCS) and programmable logic controllers (PLC) running factories, power plants, water utilities, pipelines and transportation networks. It spans network segmentation and monitoring tools, endpoint and application protection built for legacy and real-time operating environments, and the services that configure, monitor and respond to incidents on these systems. Buyers are plant operators, utilities and industrial enterprises responsible for keeping physical processes running safely once those control networks are connected to corporate IT and remote-access infrastructure.
The global industrial control system (ics) security market industrial control system ics security market stood at USD 19.2 billion in 2025. A forecast-period rate of 9.51% takes it to USD 43.49 billion by 2034, and the study reports every year in between, passing USD 13.06 billion in 2020, USD 17.78 billion in 2024, USD 21.03 billion in 2026 and USD 30.25 billion in 2030.
Composition changes more than the total does. PLC, at 11.47%, outgrows SCADA at 8.31%, and its share moves from 34% to 40%. SCADA stays the largest line throughout, at USD 8.06 billion in 2025 and USD 16.53 billion in 2034. Share moves toward PLC and away from SCADA and DCS, though no line shrinks in revenue terms.
By application, Manufacturing accounts for 34% of 2025 revenue at USD 6.53 billion, reaching USD 14.35 billion and 33% by 2034. Transportation grows faster at 11.63% against 9.15%, moving from 16% of revenue to 19% by 2034. This axis divides the same revenue as the type split rather than adding to it, so the two are read together rather than summed.
Geographically, 35% of 2025 revenue sits in North America (USD 6.72 billion rising to USD 13.92 billion) ahead of Asia Pacific at 29% and USD 5.57 billion. Latin America is smallest, at 6%. Asia Pacific gain share across the period, so growth is not distributed evenly between regions.
Behind these figures sit five regions, three type lines and five segmentation axes, each reported for every year from 2020 to 2034. The headline 2025 value is a triangulation of published figures and category proxies rather than a directly sourced total, and the same applies to the segment, regional and country breakdowns drawn from it.

Market Trends
Revenue Share, By By Type
Base year 2025SCADA leads with 42.0% of by type segment revenue.
Share of by type segment revenue, most recent base year.
Read across the forecast period, the global industrial control system (ics) security market industrial control system ics security market shows movement in three places: type composition, regional weight, and the 9.51% rate applied to the whole.
All three are changes in mix rather than in direction: nothing contracts, and the movement is in which lines and regions absorb the new revenue.
PLC grows faster than SCADA. PLC grows at 11.47% across 2026-2034 against 8.31% for SCADA, the widest spread on the type axis. Shares follow: 34% to 40% for PLC, 42% to 38% for SCADA. Neither contracts: USD 6.53 billion becomes USD 17.4 billion, USD 8.06 billion becomes USD 16.53 billion. What the spread decides is which of them a supplier's revenue is exposed to.
The regional balance moves. Asia Pacific moves from 29% of revenue in 2025 to 34% in 2034, worth USD 5.57 billion rising to USD 14.79 billion. The offsetting side is North America at 35% moving to 32%, Europe at 23% moving to 21%, Latin America at 6% moving to 6%, Middle East and Africa at 7% moving to 7%, none of which contracts. That makes the regional split worth reading rather than scaling from the global rate: the same market rate produces different outcomes depending on where a supplier's revenue sits.
A continuation, not an inflection. Fifteen years of revenue run USD 13.06 billion in 2020, USD 17.78 billion in 2024, USD 19.2 billion in 2025, USD 21.03 billion in 2026, USD 30.25 billion in 2030 and USD 43.49 billion in 2034. There is no discontinuity to time, and 9.51% forecast growth against 8.01% historical means the trend continues rather than turns. A plan built on this market is therefore a plan about capturing a share of steady expansion, which is decided on the type and regional axes, not by the headline rate.
Market Growth Factors
PLC carries the market's growth rate
Market Drivers
3- 01PLC carries the market's growth rate
The fastest line on the type axis is PLC, at 11.47% against the market's 9.51%, taking USD 6.53 billion to USD 17.4 billion and 34% of revenue to 40%. Nothing else on the axis grows as fast (SCADA manages 8.31%) so the blended 9.51% is carried by this one line rather than shared across them. Exposure to this line, rather than exposure to the market, is what determines a supplier's own rate.
- 02The two largest regions hold most of the base
North America is the largest region at USD 6.72 billion in 2025, 35% of global revenue, and reaches USD 13.92 billion by 2034 while holding 32%. Asia Pacific adds a further 29% at USD 5.57 billion, reaching USD 14.79 billion. Most of the base and most of the growth sit in those two, and a plan spread evenly across regions therefore over-invests outside them.
- 03The trend is already in the record
Revenue rose through USD 13.06 billion in 2020, USD 17.78 billion in 2024 and USD 19.2 billion in 2025, a compound 8.01% across the historical period. The forecast continues at 9.51% to USD 43.49 billion in 2034. Fifteen years of unbroken growth in the series means the forecast rests on a demonstrated trajectory rather than a projected turnaround, and it is why the 9.51% rate is applied across the whole period rather than ramped through it.

Drivers contribute 28.49 Billion and restraints remove 4.2 Billion, a net 24.29 Billion, which is the revenue the market adds between the base year and 2034. Contributions are CDI estimates, apportioned so that they reconcile with the forecast rather than being read from it.
The 9.51% forecast rate rests on three things that can be measured separately: the size of the existing base, the mix shift on the type axis, and where regional growth is concentrated.
Restraining Factors
What holds the forecast back
Market Restraints
2- 01What holds the forecast back
Bear case assumes budget deferrals during macroeconomic slowdown and continued reluctance to schedule plant downtime for security upgrades, delaying retrofit cycles across legacy control system installations. On that assumption 2034 revenue lands at USD 36.97 billion rather than the USD 43.49 billion base case, from the same USD 19.2 billion 2025 starting point.
- 02The largest line is not the fastest
With 42% of 2025 revenue (USD 8.06 billion) SCADA is where most of the market sits, and it grows at only 8.31% against the market's 9.51%. Revenue still reaches USD 16.53 billion by 2034 and share still falls to 38%: a drag on the average rather than a decline.
Market Opportunities
Where the forecast could be beaten
Market Opportunities
2- 01Where the forecast could be beaten
What would beat the forecast: bull case assumes faster regulatory enforcement and accelerated IT/OT convergence pull budgets forward, with critical-infrastructure operators completing security retrofits ahead of schedule. That case reaches USD 50.01 billion in 2034 rather than USD 43.49 billion, and it is worth testing against a reader's own read of the market.
- 02PLC share moves from 34% to 40%
PLC grows at 11.47% against 9.51% for the market, adding revenue from USD 6.53 billion in 2025 to USD 17.4 billion in 2034 and taking its share from 34% to 40%. It is the place on this axis where share changes hands at scale, so it is where an entrant can take position without displacing the incumbent in SCADA.
Market Challenges
Concentration on the type axis
Market Challenges
2- 01Concentration on the type axis
With 42% of 2025 revenue and 38% of 2034 revenue (USD 8.06 billion rising to USD 16.53 billion) SCADA is where the market's exposure sits. No other single change on the type axis moves the total as much as a change in demand for that one line.
- 02One country drives the leading region
The United States generates USD 5.71 billion of North America's USD 6.72 billion in 2025, 85% of the region, reaching USD 11.69 billion by 2034. A regional number that depends this heavily on one country carries that country's specific conditions inside it, which a reader treating the region as diversified would miss.
Segmentation Analysis
5 axesfive segmentation axes are reported; by type, by application, security type, component and deployment mode. Revenue does not add across them: each is a different cut of the same total.
Three type lines are reported. One of them takes share over the forecast period and the rest give it up, though every line grows in absolute terms between 2025 and 2034.

| DCS | $4.61B | 24% | $9.56B | 22%-2 | 8.4% |
SCADA systems lead because they secure the highest-consequence environments, power generation, water treatment and pipeline operations, where a breach carries safety and public-service consequences that justify dedicated security budgets ahead of other control types. PLC security grows fastest as manufacturers connect previously isolated logic controllers to plant networks and enterprise systems during smart-factory upgrades, creating new exposure that older, standalone PLC installations never had. Leadership changes hands: PLC is the largest line by 2034, not SCADA. Every year of the series is priced on this axis, making it the reference cut for the rest of the report.

| Others | $1.92B | 10% | $3.92B | 9%-1 | 8.3% |
Manufacturing leads due to the largest installed base of connected industrial equipment across discrete and process plants; transportation grows fastest as rail, port and EV-charging operators extend ICS protection to newly networked signalling and grid-charging assets that had previously operated in isolation. The order does not change: Manufacturing is still largest in 2034, and what moves is how much it holds.

| Database Security | $1.92B | 10% | $4.35B | 10% | 9.5% |
Network security leads because most ICS breaches still originate at the IT/OT network boundary, where firewalls, intrusion detection and segmentation tools are the first purchase; application security grows fastest as operators add protection around the HMI and engineering-workstation software layers that network controls alone do not cover. By 2034 Network Security is still ahead, making this a shift in weight rather than a change of leader.

| Services | $7.10B | 37% | $18.70B | 43%+6 | 11.4% |
Solutions lead because most buyers still fund a defined technology purchase first, such as firewalls, intrusion detection or asset-visibility platforms, before adding services around it; services grow faster because plant operators rarely carry in-house OT security staff and increasingly pay for monitoring, incident response and configuration support on an ongoing basis. Services outgrows every other line on this axis, narrowing the gap to Solutions. The order does not change: Solutions is still largest in 2034, and what moves is how much it holds.

| Cloud | $4.22B | 22% | $13.92B | 32%+10 | 14.2% |
On-premise deployment leads because critical-infrastructure operators still keep control-system networks physically isolated from the internet and prefer security tools installed inside that boundary; cloud-delivered options grow fastest as vendors add remote monitoring and centralized dashboards that let a lean operations team oversee multiple sites from one console without adding local hardware at each one. The order does not change: On-premise is still largest in 2034, and what moves is how much it holds.

85% of North America's base-year revenue comes from the United States; USD 5.71 billion, rising to USD 11.69 billion by 2034. 85% of the region in 2025 means the regional figures are, in practice, a view of this market with others attached. Set against USD 6.72 billion and USD 13.92 billion for the region, it is why this market rather than a smaller one is the one reported in full.
Composition here matches the global split: the largest line is SCADA at 42% of 2025 revenue, easing to 38% by 2034, and the fastest is PLC at 11.47%, from 34% to 40%. Its 85% weight in North America means those movements carry straight into the regional totals. The full report reports the United States by type separately.
The regulatory oversight for industrial control system security in the United States rests primarily with the Cybersecurity and Infrastructure Security Agency, supported by the National Institute of Standards and Technology's guidance for operational technology environments. Critical infrastructure operators such as electric utilities face binding reliability and cybersecurity standards enforced by the North American Electric Reliability Corporation, while pipeline and transportation operators are subject to security directives issued by the Transportation Security Administration. Suppliers of control system security products are generally expected to demonstrate conformity with recognized industrial automation and control systems security standards, alongside secure-by-design principles promoted by federal guidance. Formal certification is not universally mandatory outside regulated sectors, but alignment with these frameworks is widely treated as a baseline expectation for public and private sector procurement.
Competition in the United States runs between the suppliers this study tracks: Cisco, Honeywell, Juniper Networks, Siemens, Rockwell Automation, Tofino Security, Schneider Electric, ABB, Fortinet, Claroty, Dragos, Nozomi Networks, Check Point Software Technologies, Forescout Technologies, Kaspersky and Others. Two different problems sit on the same axis: holding SCADA at 42% of 2025 revenue, and taking PLC while it grows at 11.47%. In Germany, oversight of industrial control system security falls under the Federal Office for Information Security, which administers requirements for operators of critical infrastructure under national IT security legislation. Operators in sectors such as energy, water, and manufacturing must demonstrate appropriate technical and organizational measures to protect control environments, often verified through mandatory audits and evidence submitted to the federal authority. This national regime operates alongside the European Union's Network and Information Security framework, which extends baseline cybersecurity obligations across member states. Suppliers seeking to serve regulated operators are expected to align products with recognized international standards for industrial automation security and to support the risk assessments and reporting duties that operators must satisfy under German and European law.
The suppliers tracked in this study (Cisco, Honeywell, Juniper Networks, Siemens, Rockwell Automation, Tofino Security, Schneider Electric, ABB, Fortinet, Claroty, Dragos, Nozomi Networks, Check Point Software Technologies, Forescout Technologies, Kaspersky and Others) compete in Germany across the type lines above. Industrial control system security in China is governed under the Cybersecurity Law, administered by the Cyberspace Administration of China together with the Ministry of Public Security and, for critical sectors, the National Administration overseeing critical information infrastructure protection. Operators of systems deemed critical information infrastructure must undergo security assessments and satisfy classified protection obligations under the Multi-Level Protection Scheme, which grades systems by sensitivity and mandates corresponding technical safeguards. Suppliers of control system security products are expected to meet national standards issued through the state standardization system and, in many cases, to undergo security review before products are deployed within regulated critical sectors. Data generated within industrial environments is additionally subject to data security and cross-border transfer rules administered by the same authorities.
In China the field is Cisco, Honeywell, Juniper Networks, Siemens, Rockwell Automation, Tofino Security, Schneider Electric, ABB, Fortinet, Claroty, Dragos, Nozomi Networks, Check Point Software Technologies, Forescout Technologies, Kaspersky and Others. Brazil
The largest market in Latin America, growing 2.3×.
- In region 1 of 2
- Of region 54.8%
- Of global 3.3%
- Revenue $0.63B → $1.43B
Brazil is the largest market within Latin America, generating USD 0.63 billion in 2025 and projected to reach USD 1.43 billion by 2034. Its 54.8% of base-year regional revenue leads the region, though enough sits elsewhere that Latin America is not a proxy for it. Against regional totals of USD 1.15 billion in 2025 and USD 2.61 billion in 2034, it is the country the full report breaks out in detail.
Composition here matches the global split: the largest line is SCADA at 42% of 2025 revenue, easing to 38% by 2034, and the fastest is PLC at 11.47%, from 34% to 40%. Its 54.8% weight in Latin America means those movements carry straight into the regional totals. Brazil carries its own type breakdown in the full report.
Brazil does not yet maintain a single dedicated regulator for industrial control system security; oversight is distributed across the Institutional Security Cabinet, which coordinates national cybersecurity policy, and sector regulators such as the electricity regulator for energy operators and the telecommunications regulator for connected infrastructure. Operators of critical infrastructure are increasingly expected to align with national cybersecurity strategy guidance and with data protection obligations under the General Data Protection Law where personal data intersects with operational systems. Suppliers typically demonstrate conformity with recognized international industrial automation security standards in the absence of a mandatory domestic certification scheme, since procurement by critical infrastructure operators and public sector buyers commonly references these standards as a condition of qualification.
In Brazil the field is Cisco, Honeywell, Juniper Networks, Siemens, Rockwell Automation, Tofino Security, Schneider Electric, ABB, Fortinet, Claroty, Dragos, Nozomi Networks, Check Point Software Technologies, Forescout Technologies, Kaspersky and Others. Volume sits in SCADA at 42% of 2025 revenue; movement sits in PLC at 11.47% growth.

By revenue it sits fourth across the study, and the ranking does not change between 2025 and 2034.
By 2034 the share stands at 7%, a shift in share rather than in direction: revenue climbs every year while the market's centre of gravity moves elsewhere.
Within the region the type split tracks the global one; 42% of 2025 revenue in SCADA, fastest growth of 11.47% in PLC. Middle East and Africa is reported axis by axis and country by country in the full study.
Saudi Arabia
The largest market in Middle East and Africa, growing 2.3×.
- In region 1 of 2
- Of region 40.3%
- Of global 2.8%
- Revenue $0.54B → $1.23B
USD 0.54 billion of Middle East and Africa's 2025 revenue is generated in Saudi Arabia, the region's largest market, reaching USD 1.23 billion by 2034. At 40.3% of the region in 2025 it leads, but a majority of Middle East and Africa's revenue is generated in other markets. Against regional totals of USD 1.34 billion in 2025 and USD 3.04 billion in 2034, it is the country the full report breaks out in detail.
The type pattern in Saudi Arabia is the global one: 42% of 2025 revenue in SCADA, 38% by 2034, against 11.47% growth in PLC taking it from 34% to 40%. Because the country carries 40.3% of Middle East and Africa, a movement in its own mix shows up in the regional totals rather than being averaged away by neighbouring markets. Revenue by type for Saudi Arabia is reported separately in the full report.
In Saudi Arabia, industrial control system security is governed principally by the National Cybersecurity Authority, which issues the Essential Cybersecurity Controls and sector-specific extensions applicable to operators of critical national infrastructure, including energy, water, and industrial facilities. Operators in regulated sectors must implement the controls set out by the Authority and demonstrate compliance through internal assessment and reporting, with additional obligations layered on by sector regulators such as the central bank for financial infrastructure and the communications regulator for connected systems. Suppliers of control system security products are expected to support operator compliance with these national controls and to align with recognized international standards for industrial automation security, since public sector and critical infrastructure procurement commonly requires such alignment as a qualification condition.
In Saudi Arabia the field is Cisco, Honeywell, Juniper Networks, Siemens, Rockwell Automation, Tofino Security, Schneider Electric, ABB, Fortinet, Claroty, Dragos, Nozomi Networks, Check Point Software Technologies, Forescout Technologies, Kaspersky and Others. Volume sits in SCADA at 42% of 2025 revenue; movement sits in PLC at 11.47% growth.

Competitive Landscape
Suppliers Compete on SCADA Volume and PLC Momentum
The suppliers covered are: Cisco, Honeywell, Juniper Networks, Siemens, Rockwell Automation, Tofino Security, Schneider Electric, ABB, Fortinet, Claroty, Dragos, Nozomi Networks, Check Point Software Technologies, Forescout Technologies, Kaspersky and Others.
Where suppliers actually compete is along the type axis. 42% of 2025 revenue, worth USD 8.06 billion, is in SCADA, still 38% of the total in 2034; that is the position least likely to change hands. The line that changes hands is PLC at 11.47%, well ahead of SCADA at 8.31%. Those are different problems, and a supplier strong in one is not thereby strong in the other; that is what sustains a field this size in a USD 19.2 billion market.
Suppliers in industrial control system security compete on depth of protocol coverage across the legacy fieldbus and real-time networks that plant operators actually run, not on general enterprise IT security breadth. Vendors with long standing relationships inside process industries hold an edge because deploying inside a live control network requires proven compatibility with equipment that cannot tolerate downtime or false positives. Networking and automation incumbents extend from existing hardware relationships, while specialist OT security vendors compete on depth of anomaly detection tuned to industrial protocols. Smaller and regional vendors compete on integration services, local support and pricing rather than platform breadth.
Geographic reach is the other axis of competition. North America alone accounts for 35% of 2025 revenue, so a supplier absent there is absent from the largest part of the market whatever its position elsewhere; Asia Pacific adds a further 29%.

Research approach
A market size is a claim about the world, and a claim is only as good as the route to it. Every study is built upward from units and prices — what is actually produced, sold or performed, at what it actually changes hands for — rather than from a headline figure divided downwards. Disclosed company revenue is then used to check that build, not to produce it.
The four stages
The same sequence runs behind every published study, whatever the industry. The order matters as much as the steps: the segment axes are fixed before any number is collected, so the model is never reshaped to fit whatever data happens to turn up.
What the build rests on, and what checks it
The two are not interchangeable. The left column produces the number; the right column tests it. When the check disagrees with the build, the answer is to find which bottom-up assumption is wrong — a unit count, a price, a take-up rate — not to split the difference between them.
- Volume actually transacted — units produced, installed, dispensed or procedures performed, counted at the level each is genuinely recorded
- Realised pricing by tier and channel, rather than one blended average applied across the whole market
- Take-up and frequency: how much of the addressable base buys, and how often it repeats
- Disclosed revenue of the companies serving the market, where filings separate it far enough to be usable
- Buyer-side spending totals — capital budgets, procurement lines, or the output of the end market the product is bought against
- Trade and customs flows, where the product crosses borders in a separately recorded form
Data sources
Published data establishes what happened. Only the people transacting in a market can say why, and what is about to change — so the two are collected separately and weighted differently.
- Commercial and product leadership at the companies that supply the market
- Procurement and specification leads at the organisations that buy it
- Distributors, integrators and channel partners, where the market is served indirectly
- Regulatory and standards specialists, where approval governs what can be sold at all
- Company filings, annual reports and investor disclosure
- Government statistics, customs records and regulatory registers
- Trade association output and standards-body publications
- Technical and peer-reviewed literature, where the market rests on a clinical or engineering claim
Primary research for this market targets procurement and plant-security leads at industrial operators and utilities, product and channel managers at automation and network security vendors, and systems integrators who deploy control-system security in the field. Regulatory and standards contacts are also included given how much of this market's near-term spend follows compliance timelines. Sampling weights North America and Europe, where OT security regulation is most developed and disclosure is most available, while incorporating Asia Pacific contacts to capture the region's faster-growing manufacturing and utility investment. Findings are cross-checked against vendor-disclosed regional revenue splits and public procurement records where available.
Desk research runs across proprietary research databases including Factiva, OneSource and Hoovers alongside the public sources above. Modelling and statistical validation are run in SAS and SPSS.
Triangulation and validation
No figure enters a report on the strength of one source. Where the two sizing routes disagree the difference is not averaged away — the assumption causing it is isolated, tested against a third independent measure, and either corrected or carried forward as a stated limitation. Historical years are back-tested against the growth actually recorded before any forecast is allowed to run forward from them.
Every report purchase includes direct access to the lead analyst for scoping questions on the data, at no extra cost and with no separate booking process.
