Methodology

How the estimates were built: data sources, modelling approach and validation steps.

Research approach

A market size is a claim about the world, and a claim is only as good as the route to it. Every study is built upward from units and prices — what is actually produced, sold or performed, at what it actually changes hands for — rather than from a headline figure divided downwards. Disclosed company revenue is then used to check that build, not to produce it.

Market size estimation, this report

The estimate is built upward from unit shipment volumes for each tester category (manual, semi-automatic and fully automatic seal strength, burst and pressure decay, and leak-detection systems) multiplied by the realized average selling price of each, drawn from distributor price lists and tender records across food, pharmaceutical and medical device packaging lines. Calibration and service contract revenue attached to installed units is added where vendors bundle it into list pricing. This bottom-up build is then checked against AMETEK's Electronic Instruments Group segment disclosures, which include MOCON's permeation and leak-testing instrument line; where the unit-price assumption implied a total above or below what that disclosure supports, the underlying price or volume assumption was corrected, not the two figures averaged.

The four stages

The same sequence runs behind every published study, whatever the industry. The order matters as much as the steps: the segment axes are fixed before any number is collected, so the model is never reshaped to fit whatever data happens to turn up.

What the build rests on, and what checks it

The two are not interchangeable. The left column produces the number; the right column tests it. When the check disagrees with the build, the answer is to find which bottom-up assumption is wrong — a unit count, a price, a take-up rate — not to split the difference between them.

The bottom-up build rests on
  • Volume actually transacted — units produced, installed, dispensed or procedures performed, counted at the level each is genuinely recorded
  • Realised pricing by tier and channel, rather than one blended average applied across the whole market
  • Take-up and frequency: how much of the addressable base buys, and how often it repeats
The build is checked against
  • Disclosed revenue of the companies serving the market, where filings separate it far enough to be usable
  • Buyer-side spending totals — capital budgets, procurement lines, or the output of the end market the product is bought against
  • Trade and customs flows, where the product crosses borders in a separately recorded form

Data sources

Published data establishes what happened. Only the people transacting in a market can say why, and what is about to change — so the two are collected separately and weighted differently.

Primary — who is interviewed
  • Commercial and product leadership at the companies that supply the market
  • Procurement and specification leads at the organisations that buy it
  • Distributors, integrators and channel partners, where the market is served indirectly
  • Regulatory and standards specialists, where approval governs what can be sold at all
Secondary — what is read
  • Company filings, annual reports and investor disclosure
  • Government statistics, customs records and regulatory registers
  • Trade association output and standards-body publications
  • Technical and peer-reviewed literature, where the market rests on a clinical or engineering claim
Primary research design, this report

Primary research targets the roles that actually specify and buy this equipment: packaging quality assurance managers and validation engineers at food, beverage, pharmaceutical and medical device manufacturers, procurement leads at contract packaging and co-packing operations, and regulatory affairs staff responsible for demonstrating seal-integrity compliance to health authorities. Distributor and channel-partner interviews cover regional pricing and service-contract structures where direct manufacturer data is thin. Sampling weights the United States, Germany and China, reflecting where pharmaceutical packaging validation activity and flexible-packaging manufacturing capacity are most concentrated, with lighter coverage of Latin America and the Middle East and Africa reflecting the smaller installed base of testing equipment in those regions.

Secondary sources, this report

Desk research draws on ASTM International's F02 packaging committee standards, particularly F2338 (vacuum decay) and F1929 (dye penetration), which define the test methods this equipment is built to perform, and USP General Chapter <1207> guidance on container closure integrity that pharmaceutical manufacturers cite when specifying leak-detection systems. Import and export volumes for testing and measuring instrumentation are tracked under HS code 9024 customs classifications to cross-check regional demand. AMETEK's annual filings and investor disclosures provide segment-level revenue context for the instrument categories that include heat-sealing and leak-detection test equipment.

Desk research runs across proprietary research databases including Factiva, OneSource and Hoovers alongside the public sources above. Modelling and statistical validation are run in SAS and SPSS.

Forecasting

The forecast is not a growth rate applied to a base year. It is built from the drivers that are expected to change, each one stated so a reader can disagree with it.

Forecast approach, this report

The forecast carries forward the shift from manual and semi-automatic testers toward fully automatic, in-line systems, driven by pharmaceutical and medical device packaging validation deadlines under USP <1207> and EU MDR that are already on published enforcement timelines, and by food and beverage manufacturers extending automated quality checks onto high-speed flexible-packaging lines. Pricing is assumed to hold roughly flat in real terms for manual equipment while automated and leak-detection systems carry a premium that narrows slowly as adoption scales. The historical 2020-2021 slowdown in capital equipment purchases is treated as a one-time disruption and is not extrapolated into the forecast period. The forecast holds if enforcement timelines in major pharmaceutical markets are not delayed.

Triangulation and validation

No figure enters a report on the strength of one source. Where the two sizing routes disagree the difference is not averaged away — the assumption causing it is isolated, tested against a third independent measure, and either corrected or carried forward as a stated limitation. Historical years are back-tested against the growth actually recorded before any forecast is allowed to run forward from them.

Validation, this report

Outputs were back-tested against recorded packaging-equipment capital expenditure growth through 2023 and 2024 to confirm the historical build did not overstate the post-2021 recovery. Segment share shifts, particularly the move toward leak-detection testers, were reviewed against packaging engineers' stated adoption timelines for USP <1207> compliance instead of being accepted as a straight-line trend. Sensitivities were run on the pace of fully automatic system adoption and on pharmaceutical validation enforcement timing, since both are the assumptions most likely to move the segment mix without changing the total market size materially.

Confidence and limitations

Where an estimate is firm and where it is not is stated rather than left to be inferred from the precision of the number.

Confidence framing, this report

Confidence is strongest for the pharmaceutical and medical device application segment and for the leak-detection product category, where published validation standards and enforcement timelines give a firm basis for both current spend and its trajectory. It is weaker for the consumer goods and industrial packaging application segment and for smaller regional markets in Latin America and the Middle East and Africa, where testing equipment purchases are less consistently disclosed and adoption is inferred from adjacent packaging-equipment demand. A delay in pharmaceutical validation enforcement timelines, or slower-than-assumed retirement of manual testers, are the two developments most likely to force a revision.
